The Flames added that the deal will begin during the 2019-2020 season.
In 24 games this season with the University of Alberta Golden Bears, Philp tallied 21 goals and 24 assists. He also won the Senator Joseph A. Sullivan Trophy as the U Sports Player of the Year.
The 23-year-old had 103 points in 78 career games for the Golden Bears, and also helped Alberta win the David Johnston University Cup in 2018.
The Canmore, Alta., native also played 264 games in the WHL with the Kootenay Ice and Red Deer Rebels scoring 103 goals and adding 148 assists.
