The deal, still being finalized, involves a swap of late-round picks.
A former first-round pick of the New York Giants back in the 2015 NFL Draft, Flowers is expected to come in and compete for a starting job in Washington.
The 27-year-old Flowers started 14 games for the Dolphins last season.
Rapoport added that this is another free agency move addressing weaknesses on the Football Team’s roster that will allow them to draft the “best player available” come Thursday’s draft.
